Evaluate implementation to document what you are doing

Even if the data reveal "Yes, the program works!," you need to be able to answer the next logical question, "What exactly worked?" To get a meaningful sense of what happened with program implementation, you must ask, "Did we do what we said we would do?" and then determine "Did we do it well?"
